Speaking Spanish

I am writing to ask if any other readers have had the same problems as I have had recently on trying to obtain an Incident Report from the Police Department at the Town Hall in Playa Flamenca and Pilar.
Two young men tried to break into the house and damaged the grill lock, they ran away when they saw some people. The Insurance Office need an Incident Report in order to process this claim for a new grill. When we went to report this to the police dept. we were told that we needed a translator because we did not speak Spanish, but they said this in English which was a bit confusing.
Surely with the amount of British people over here the Town Hall could employ someone as a Translator (who we could pay when required) to help us with the paper work?
There must be some way the Town Hall can help with these problems instead of just saying "You need to speak Spanish."
